The Department of the Interior and Local Government (DILG) handled the coordination with the local government units for the training, while the latter shouldered the food and training venue of the participants identified by the barangay government.

Topics included in the training module included an Introduction to Disaster Risk Reduction/Climate Change Adaptation and Rep. Act. 10121 (Strengthening the Philippine Disaster Risk Reduction and Management System, Providing for the national Disaster Risk Reduction and Management Framework and Institutionalizing the National Disaster Risk Reduction and Management Plan, Appropriating Funds Therefore and for other Purposes), ropemanship, health emergency medical services, water safety and rescue, vehicle rescue and extrication with practical application, incident command system an overview, introduction to hazard mapping and early warning system.

The 46-member North Cotabato Emergency Response Team (NCERT) of the provincial government served as the facilitators/secretariat of the said training.
